Before a road is planned, somebody counts the cars. In May and June, Queensland's Department of Transport and Main Roads awarded that work to Data Audit Systems Pty Ltd (ACN 108 870 588), a traffic-survey company based at Brookwater, west of Brisbane.

On 18 October a small business restructuring practitioner, Jason Bettles of Worrells, was appointed to the company. ASIC published the notice on 19 October, a little over three months after the tax office applied to have the company wound up.

Is Data Audit Systems in liquidation? No. In a small business restructuring, the directors stay in control of the business while the practitioner helps them prepare a plan to put to creditors, who vote on it.

Data Audit Systems, its traffic-counting contracts and small business restructuring

For the councils, consultants and agencies that buy its traffic counts, and for the company's own suppliers, the practical question is which surveys and data are still to be delivered. Neither notice answers it.

The tax office's application

The Deputy Commissioner of Taxation started the winding-up application on 7 July 2026 in the Federal Court in Brisbane (action QUD415/2026). ASIC published it on 12 August, with a hearing listed for 11am on 25 August.

An application asks a court to order a company wound up. It is not a finding of insolvency. ASIC published no liquidator appointment for the company between 12 August and 19 October, and it publishes no notice when an application is dismissed, withdrawn or adjourned, so the outcome of the August hearing is not on the public record.

A traffic counter on the state's books

Queensland's contract disclosures list awards by the Department of Transport and Main Roads to a supplier recorded as Data Audit Systems Pty Ltd, including:

  • screenline counts for updates to the department's strategic transport models, A$216,702, awarded 12 May 2026;

  • intersection traffic counts, awarded 8 June 2026 and listed twice, at A$123,673 and A$109,648;

  • tube counts in the Gympie and South Burnett council areas, A$40,953, awarded 23 March 2026;

  • park 'n' ride and bicycle parking surveys across south-east Queensland for 2022 to 2025, A$319,990, awarded in March 2023.

Queensland University of Technology's disclosures list smaller awards to the same supplier name between 2022 and 2025.

The disclosures print no ABN. ASIC's company register lists one company of that name. A disclosed value is what the department recorded when it awarded the work, not what it has paid, and the disclosures do not show how much of the work is finished.

Public events leading to the Data Audit Systems restructuring

Its name in a state planning study

The company's counts have fed state planning before. A 2012 Deloitte Access Economics cost-benefit analysis for the department, on removing open level crossings and released under Queensland's right-to-information scheme, says the vehicle counts at each crossing were commissioned by the engineering consultant SMEC and "conducted by Traffic Surveyors, Data Audit Systems" between 6 and 8 December 2011.

A surveyor named in a planning study is a record of where the data came from. It gives the surveyor no interest in the project.

What the record does not show

The notices do not say why the practitioner was appointed. The public record does not show what happened at the 25 August hearing, whether any department, council or consultant has surveys in progress with the company, or whether any count or dataset is delayed. While the restructuring runs, the practitioner is the authoritative source.

Where to go

If you buy or supply survey work under the name Data Audit Systems, the company behind it is ACN 108 870 588, ABN 62 108 870 588. The practitioner's contact details are on the ASIC notice linked below.

The tax office's application and the restructuring are on the record. Whether a single traffic count arrives late is not.

Counts by insolvency-notice type for 19 October

ASIC published notices concerning 128 entities on the day, across 126 notices. 41 are newly published distress entries: a company entering an insolvent process, disclosed in this issue. The remaining 87 are:

  • 37 winding-up applications, which ask a court for an order and are not findings of insolvency

  • 26 procedural filings on cases already open: meetings, dividends, proof deadlines and disclaimers

  • 17 companies already inside a process that moved stage, such as an administration converting to liquidation

  • 7 members' voluntary liquidations, which are solvent and not failures at all

  • 0 vacancies filled, where the process continues with a new practitioner

Treating every entity on the day's register as a new distress event would report 128 where the resolved register supports 41 newly published distress entries.

Newly published distress

The register carried 41 newly published distress entries. Those carrying a former or trading name are listed first. Dates are from the notice.
