In an interview published on 21 September, OFFSITE's managing director described a Perth factory that had grown from 25 staff on a 3,000-square-metre site to more than 160 in 11,000 square metres, with a larger second facility planned.

On 21 October, the company that runs OFFSITE appointed administrators.

That company is Maneon Pty Ltd, ACN 676 096 736. Clint Peter Joseph and Giovanni Maurizio Carrello of BRI Ferrier WA are the administrators, and ASIC published the notice on 22 October. It lists Maneon as "Formerly Trading as 'Advanced Offsite Construction', 'Peregrine Structures', and 'Offsite'".

Administration is not liquidation. The administrators now control the company while they work out whether the business can be saved, sold or wound up. The notice does not say whether the Welshpool factory is still producing.

Is Advanced Offsite Construction in administration? The business name is. The company of that name is not. Maneon has held the business name Advanced Offsite Construction since 2 October 2024. Advanced Offsite Construction Pty Ltd, ACN 630 952 359, held it from January 2019 until 27 October 2024, and held the OFFSITE name from May 2019 until 15 October 2024. It is still registered and has no insolvency appointment.

For a builder, supplier or worker, that split decides where a claim goes. Until October 2024 the OFFSITE names belonged to a different company from the one now in administration. The company printed on the contract, invoice or payslip is the one that owes it.

The dates for creditors

Proofs of debt and proxies are due with the administrators by 4pm AWST on 30 October. The first creditors' meeting is at 11am AWST on 2 November, at BRI Ferrier's West Perth office, with virtual attendance available on request.

At that meeting creditors decide whether to appoint a committee of inspection, and can vote to replace the administrators.

From appointment to the first meeting. Wednesday 21 October, day 0: Maneon appoints administrators. Thursday 22 October, day 1: ASIC publishes the notice. Friday 30 October, day 7: proofs and proxies due by 4pm AWST. Monday 2 November, day 8: first creditors' meeting at 11am AWST. Days are business days in Western Australia.

The factory behind the name

In May 2025, OFFSITE moved into 325 Treasure Road North in Welshpool. It said it had turned the 11,000-square-metre "blank canvas" into a working factory in five weeks, with ten times its previous production capacity, enough to "design, manufacture & assemble over 2,500 dwellings per annum in 2025/2026". That is the company's stated capacity, not a count of homes built.

OFFSITE makes building parts rather than whole houses: wall frames, floor cassettes and roof sections, cut and assembled indoors and then trucked to site.

The plant was specific. OFFSITE described three HOMAG Weinmann panel lines, two of them brought from Geelong, and a Hundegger SC480 saw shipped from Germany. By August 2025 the saw was running, and OFFSITE called it "the only machine of its kind in Western Australia". During commissioning, it said, the saw finished a live job six times faster than the old method.

No free public record shows whether Maneon owns, leases or finances that machinery, or who owns the Welshpool building.

One brand, three dates, three companies

One brand, three companies, one administration. Starpartner Pty Ltd, registered in 2009, filed the Readyform marks and is not in administration. Advanced Offsite Construction Pty Ltd held OFFSITE until October 2024 and is not in administration. Maneon Pty Ltd, registered in 2024, holds the names and marks and is in administration.

The interview's published description sums up the managing director's account of the business: "founded 2009, pivoted in 2019, purchased by his group in 2024". Three companies on the public registers carry those years.

  • Starpartner Pty Ltd, ACN 138 554 622, was registered in July 2009. In 2012 it applied for the READYFORM and BUILDINGSTYLISED trade marks.

  • Advanced Offsite Construction Pty Ltd, ACN 630 952 359, was registered in January 2019 and held the OFFSITE and Advanced Offsite Construction business names until October 2024.

  • Maneon Pty Ltd was registered on 25 March 2024. It registered the OFFSITE name on 18 September 2024, Peregrine Structures on 28 September and Advanced Offsite Construction on 2 October. The two trade marks were assigned to it on 25 September 2024.

For several weeks in September and October 2024, Maneon and Advanced Offsite Construction Pty Ltd held the same two business names at once.

The registers record the dates on which the names and marks were registered to Maneon, not what came with them. The managing director calls it a purchase. Its terms, and whether plant, contracts or staff came with the names, are not public. Neither Starpartner nor Advanced Offsite Construction Pty Ltd is in external administration.

The projects carry the brand, not the company

OFFSITE's project portfolio lists:

  • 17 two-storey homes at Calleya, Treeby, for Stockland;

  • 25 homes at OneOneFive, Hamilton Hill, for Development WA, with builders including Dale Alcock Projects;

  • 24 dwellings at Morrison Road and Henry Street, Midland, for Yaran Property Group, built by Dale Alcock Projects; and

  • eight apartments at 11 Windell Street, Innaloo, for the Department of Communities, built by Rapley.

The portfolio does not date the projects or name the contracting company, so work ordered before October 2024 may sit with the earlier company. Nor does it show that any of these projects is unfinished or that any client is owed money.

The state came to look

In August 2025, Keystart, the state government's home lender, visited. OFFSITE said they discussed Keystart's modular construction home loan and an OFFSITE single-storey house design it said could be delivered for under $500,000.

Later that month, Housing Minister John Carey toured the factory. OFFSITE said the discussion covered how government could change procurement to support factory-built housing, including "Design for Manufacture & Assembly (DfMA)-aligned contracts". In February 2026, BuildSkills Australia and South Metropolitan TAFE toured the plant.

Suppliers were close too. James Hardie's state manager said the company was "proud to partner with innovative companies like OFFSITE". OFFSITE became a licensed MiTek fabricator, and Wesbeam and HOMAG Australia visited.

A visit is not a contract, and no Commonwealth contract notice names Maneon.

What the record does not yet show

  • Who owns the Welshpool building and the panel lines.

  • Which company signed each project contract.

  • What Maneon bought in 2024, and from whom.

  • Why the company appointed administrators, and whether the factory is still running.

The sequence on the record

  • 29 July 2009: Starpartner Pty Ltd registered.

  • 28 August 2012: Starpartner applies for the READYFORM and BUILDINGSTYLISED trade marks.

  • 11 January 2019: Advanced Offsite Construction Pty Ltd registered, holding the Advanced Offsite Construction name from that day.

  • 22 May 2019: the Offsite business name registered to it.

  • 25 March 2024: Maneon Pty Ltd registered.

  • 18 September to 2 October 2024: Maneon registers OFFSITE, Peregrine Structures and Advanced Offsite Construction; the trade marks are assigned to it on 25 September.

  • 15 and 27 October 2024: the earlier company's two business-name registrations end.

  • 23 May 2025: OFFSITE announces its move to Welshpool.

  • August 2025: Keystart and the Housing Minister visit.

  • 21 September 2026: the managing director's interview is published.

  • 21 October 2026: administrators appointed.

  • 30 October 2026, 4pm AWST: proofs and proxies due.

  • 2 November 2026, 11am AWST: first creditors' meeting.

The factory, the machines and the portfolio are all on the public record. Which company owns them is the question the administrators now have to answer.
